Both HEVC and VVC can contain so-called leading pictures “around” a key frame.
The leading pictures definition: to  follow the key frame in decoding order but to precede it in output order

Definition: Random access means the ability to start consuming or playing video content from positions other
than the very beginning of the bitstream. Such an ability is necessary in order to enable many video application functionalities – seeking, fast forward, fast backward, editing.


There are two types of leading pictures: random access decodable leading (RADL) and random access skipped leading (RASL) pictures:

1) RADL pictures are decodable since they refer to the key frame.

2) RASL pictures are not decodable since they reference pictures prior to the key frame, the decoder should discard them.

If decoding starts with the key frame then RADL pictures are decoded and presented while RASL pictures are ignored.
